Resumo
No início dos anos 80 o mundo foi marcado por múltiplos conflitos bélicos que intensificaram as divergências políticas, econômicas e judiciais entre os Estados, e desde então nota-se um intenso interesse destes, por assuntos relacionados à segurança nacional. Diante da necessidade de garantir a segurança, monitorar as fronteiras, proteger o interesse legítimo dos Estados e o Direito da pessoa humana, o Direito Internacional tem desenvolvido diversos instrumentos judiciais de combate à impunidade contra os atentados mais alarmantes cometidos por um Estado contra seu próprio povo: crimes de guerra, genocídio e crimes contra a humanidade. Sendo a Guerra o resultado mais cruel de manifestações e de defesa dos Estados, arriscando a vida da sociedade civil e das Relações Internacionais. A partir dessa constatação, faz-se necessário vislumbrar a atuação das instituições internacionais e suas respectivas tentativas em desenvolver respostas eficazes para com os direitos humanos, sob a estrutura de Convenções e Tratados que garantam o direito à pessoa humana sob a hegemonia dos Estados soberanos. Portanto, este trabalho aborda a importância das Relações Internacionais num cenário onde os mecanismos desenvolvidos por meio do Direito Internacional Humanitário são considerados os mais importantes na resolução dos conflitos internacionais, na promoção da paz e na proteção da pessoa humana, no mundo contemporâneo
In the early 80's the world was marked by many armed conflicts that have intensified the political, economic and legal differences between the countries, and since then, there has been an intense interest for subjects related to national security. Given the need to guarantee safety, improve borders, protect the legitimate interest of the countries and the right of the individual, the International Law has been developing legal instruments to fight impunity against the most alarming attacks committed by a state against its own people: war crimes, genocide, crimes against humanity, etc. Being the war the most cruel of defense manifestations of states, it is necessary to show, characterize, list and glimpse the acting of international institutions and their respective tries to develop effective answers for human rights, under the structure of Conventions and Treaties that guarantee the right for the human being under the hegemony of the sovereign States. Therefore, this work addresses the importance of International Relations in a scenario where the mechanisms developed through International Humanitarian Law are considered the most important in the resolution of international conflicts, promotion of peace and protection of the individual, in the contemporary world
