O racismo estrutural e institucional no sistema prisional: a realidade brasileira

Resumo
O presente artigo se debruça sobre as condições do sistema prisional brasileiro, sob a vertente do racismo impregnado em nosso país punitivista, que seleciona pessoas em razão de critérios subjetivos, para torná-las objeto de todo um processo de construção social racista. Neste sentido, o sistema prisional brasileiro apresenta indicativos de que o racismo estrutural e o racismo institucional são
condicionantes para o encarceramento em massa de pessoas negras, e nessa perspectiva, o racismo é naturalizado e perpetuado em nosso cotidiano. Assim, o estudo busca analisar os problemas encontrados no sistema prisional com ênfase na crítica racial, questionando a razão para que o encarceramento em massa vitime, em esmagadora maioria, as pessoas negras. Na pesquisa, foi identificada a alta parcela população negra que está no cárcere brasileiro cumprindo pena, e outros, ainda, à espera do julgamento. Quanto à metodologia, adotou-se as abordagens qualitativa e quantitativa, pela revisão bibliográfica e documental, com levantamento de dados disponibilizados pelo governo Federal. Verificou-se que a maioria dos apenados do sistema prisional brasileiro são negros e pobres, as pessoas mais vulnerabilizadas pela sociedade racista e opressora, e que a cor do indivíduo se torna uma
condicionante para o cárcere. Ao identificar que há uma cor predileta para o encarceramento em massa em nosso país, explicam-se as condições precárias, reais e perversas dos presídios brasileiros, como no que se refere à superlotação.
This scientific article focuses on the conditions of the Brazilian prison system, This article focuses on the conditions of the Brazilian prison system, under the aspect of racism permeated in our punitive country, which selects people based on subjective criteria, to make them the object of an entire process of racist social construction. In this sense, the Brazilian prison system presents indications that structural racism and institutional racism are conditions for the mass incarceration of black people, and from this perspective, racism is naturalized and perpetuated in our daily lives. Thus, the study seeks to analyze the problems found in the prison system with an emphasis on racial criticism, questioning the reason why mass incarceration victimizes, in the overwhelming majority, black people. In the research, a high proportion of the black population was identified who are in Brazilian prison serving their sentences, and others are still awaiting trial. As for the methodology, qualitative and quantitative approaches were adopted, through bibliographic and documentary review, with data collection made available by the Federal government. It was found that the majority of inmates in the Brazilian prison system are black and poor, the people most vulnerable by the racist and oppressive society, and that the individual's color becomes a condition for imprisonment. By identifying that there is a favorite color for mass incarceration in our country, the precarious, real and perverse conditions of Brazilian prisons are explained, such as with regard to overcrowding.
