Visa a análise da aplicação da guarda responsável aos animais de companhia e as conseqüências de sua inobservância; demonstração da importância e atualidade do tema; estudo do tratamento a ser conferido aos animais; abordagem das questões de abandono e de superpopulação de cães e gatos; apresentação de sugestões de implementação de políticas públicas com o intento de contribuir para a guarda responsável e dignidade dos animais. A metodologia empregada foi pesquisa bibliográfica, através de informações extraídas da doutrina, legislação, reportagens e meios eletrônicos. A legislação existente sobre a guarda responsável é pequena e deficiente, limitada a leis municipais e estaduais, inexistindo legislação específica para o assunto em nível federal. É fundamental o estabelecimento de políticas públicas em todas as esferas, com a finalidade de implementar a guarda responsável visando a saúde e o bem estar dos animais de companhia e conseqüentemente a melhoria da saúde pública.This job discourses about the study of the responsible care of the animals and about the dignity of animals. Intends to analyze the application of the responsible care of the domestic animals and the consequences of its inobservance; the job intends to show the importance and current matter; study of the treatment to be implement to the animals; approaching of the questions of dereliction and overpopulation of domestic animals; presentation of suggestions of implementation of public policies with the objective to contribute for the responsible care and for the dignity of animals. The methodology applied consisted in bibliographic research, books, lows, reports. The legislation about the responsible care of animals is small and deficient, consisting just in municipal and state lows, there isn't specific federal lows about this subject.
