O trabalho visa entender a importante relação da Bacia de Campos com a empresa petrolífera brasileira Petrobras, e é relatado a importância desta empresa desde asua criação, até o fim do monopólio dela, assim abrindo espaço para outros empresas, principalmente as multinacionais. Também será apresentado a regularização do segmento através das leis brasileiras como a “Lei do Petróleo” e a “Lei dos Royalties”, como que criação e as mudanças dessas leis afetam a arrecadação no Estado e nos municípios. Será demonstrado, através de dados consolidados, a relevância econômica que a exploração de petróleo e gás fora da costa tem sobre a receita do Estado e dos municípios, principalmente os municípios confrontantes (municípios afetados pelas operações de petróleo e gás) à baciasedimentar, além da apresentação das estimativas futuras.The influence of offshore in relation to the economic scenario of the State of Rio de Janeiro: an analysis regarding the Campos Basin seeks to understand from when the offshore is discovered until operations begin off the coast, especially in the state of Rio de Janeiro and with greater focus on the Campos Basin, a sedimentary basin that has been very relevant to Brazilian operations since its discovery. The work aims to understand the important relationship between the Campos Basin and the brazilian oil company Petrobras, and the importance of this company is narrated from its creation, until the end of its monopoly, thus opening up space for other companies, mainly multinationals. The regularization of the sector will also be presented through brazilian laws such as the “Petroleum Law” and the “Royalties Law”, how the creation and changes to these laws affect revenue in the state and cities.
