The objective of this research is to identify the relevance of a PEISP for the development of the Activity in the Federation units. For the accomplishment of this work were interviewed Professionals of Intelligence of recognized experience and deep knowledge on the subject, this, allied to the bibliographical research. A historical contextualization of the current systems and subsystems of Intelligence of Brazil was carried out, so as to better understand where a State System of Public Security Intelligence (SEISP) is located, as well as its relationship with the other Intelligence Systems. The doctrine related to the State documents denominated Politics and Plan was presented, relating them with the planning and execution of the Intelligence Activity. This contributed to the understanding of the specificities of the State Plan for Public Security Intelligence. An ideal model of national political and strategic planning was proposed to identify where the State Plan for Public Security Intelligence would be inserted, as well as define the fundamental points that must necessarily be part of it. The vast contributions of a PEISP for the implementation and development of the Public Security Intelligence Activity were identified. In the end, it was concluded that the State Plan for Public Security Intelligence is an indispensable tool of strategic planning for Intelligence Activity to achieve its objectives in the States of the Federation.Um Plano Estadual de Inteligência de Segurança Pública (PEISP) é um documento estratégico orientador da Atividade de Inteligência, no nível estadual. O objetivo deste trabalho é identificar a relevância de um PEISP para o desenvolvimento da Atividade nas unidades da Federação. Para a realização deste trabalho foram entrevistados Profissionais de Inteligência de reconhecida experiência e profundo conhecimento acerca do tema, isto, aliado à pesquisa bibliográfica. Realizou-se uma contextualização histórica dos atuais sistemas e subsistemas de Inteligência do Brasil, para que se compreenda melhor onde se situa um Sistema Estadual de Inteligência de Segurança Pública (SEISP), bem como, sua relação com os demais Sistemas de Inteligência. Apresentou-se a doutrina relativa aos documentos estatais denominados Política e Plano, relacionando-os com o planejamento e a execução da Atividade de Inteligência. Isso contribuiu para a compreensão das especificidades do Plano Estadual de Inteligência de Segurança Pública. Foi proposto um modelo ideal de planejamento político e estratégico nacional, para que se identificasse onde se inseriria o Plano Estadual de Inteligência de Segurança Pública, bem como, definiu-se os pontos fundamentais, que devem necessariamente fazer parte deste. Identificaram-se as vastas contribuições de um PEISP para a execução e o desenvolvimento da Atividade de Inteligência de Segurança Pública.
