Monografia Acesso aberto Águas subterrâneas transfronteiriças: o caso do Aquífero Guarani frente às relações internacionais(2018) Schappo, Fernanda FinkThe present work consists of identifying the interests of the UN and Mercosul in protecting groundwater resources. The general objective is to identify the objective (s) of the UN and Mercosul to protect groundwater resources and the impact on Brazilian management of the Guarani Aquifer, first addressing the concept of sovereignty, cooperation and interdependence, as well as the role of international organizations and the process of regional integration. Subsequently, the geological characteristics of the Guarani Aquifer and the Guarani Aquifer Agreement are presented, in order to demonstrate their importance as a national and international resource, afterwards the General Assembly resolution 63/124 on the Law of the Transboundary Aquifers was analysed and finally the Brazilian legislation on water resources was examined to understand the relevance of groundwater in it. As for the way of approach this is a qualitative research. The method of procedure was bibliographical and documentary, the theoretical basis was based on the concepts brought by the authors that approach the subject in articles, periodicals, theses, dissertations and books, besides the analysis from primary sources, like official documents and reports from UN and its agencies, Mercosul and Brazilian government agencies such as ANA, MMA and CPRM. It was concluded that when signing the agreement on the Guarani Aquifer the Mercosul had as priority to establish the sovereignty of the States (Argentina, Brazil, Paraguay and Uruguay) on its territorial part of the aquifer; while the UN encouraged the interest of States in their underground resources and to seek international cooperation, aiming at the preservation of transboundary aquifers.
