A garantia de segurança humana e o enfrentamento da armadilha da pobreza em estados frágeis: nexo entre desenvolvimento e segurança internacional

Resumo
A Carta das Nações Unidas (ONU) reconhece a responsabilidade dos Estados-membros de tomar medidas coletivas e eficazes para a prevenção e remoção de ameaças à paz, para alcançar a cooperação internacional na solução de problemas internacionais de ordem econômica, social, cultural ou humanitária, e na promoção e encorajamento dos direitos humanos. Nos últimos anos, o paradigma da segurança internacional tradicional vem mudando e foi incorporado pela agenda de desenvolvimento. A abordagem de segurança humana afirma que os indivíduos estão no centro das preocupações de segurança, e que estão nos indivíduos as causas e soluções para os problemas de segurança. A paz não pode ser atingida enquanto pessoas não possuem segurança nas suas vidas diárias, portanto, esse artigo vai focar na grande ameaça que a pobreza crônica representa não apenas para quem sofre com ela mas para toda a comunidade internacional. Para isso, esse trabalho vai apresentar e explicar o nexo entre estados frágeis, (in)segurança humana e a armadilha da pobreza, uma condição/teoria econômica que expõe os ciclos da pobreza. Já se passaram 77 anos desde a criação da ONU e hoje em dia está mais evidente que a segurança vai muito além das atividades militares e estatais, e que o desenvolvimento vai muito além do crescimento puramente econômico: é necessária uma abordagem centrada no indivíduo. Ao expor isso, este trabalho visa defender duas ideias principais: garantir a segurança humana em estados frágeis é crucial para garantir segurança e desenvolvimento internacional; e a promoção de segurança humana em estados frágeis é crucial para o enfrentamento da armadilha da pobreza.
The United Nations (UN) Charter recognizes the responsibility of member-states to take effective collective measures for the prevention and removal of threats to the peace and to achieve international cooperation in solving international problems of an economic, social, cultural, or humanitarian character, and in promoting and encouraging respect for human rights. In the last few years, the paradigm of traditional international security has been changing and it was incorporated into the development agenda. Within this context, the human security approach claims that individuals are in the center of security concerns, and that the root causes and solutions to security problems are in individuals. Peace cannot be reached until people have security in their daily lives, therefore, this article is going to focus on the major threat that global chronic poverty poses not only for those who are suffering from it but to the international community. To do so, this work will focus on explaining the nexus between fragile states, human (in)security and poverty traps, a condition/economic theory that exposes the cyclical pattern of poverty. It has been 77 years since the creation of the UN and it is now more a consensus that security goes far beyond military and state activities, and development goes far beyond purely economic growth: a human-centered approach is needed. By exposing that, this work aims to defend two main ideas: guaranteeing human security and therefore, human development in fragile states is crucial to guarantee both international security and development; and that promoting human security in fragile states is crucial to overcome poverty traps
