Resumo
Esse artigo apresenta a definição de cooperação internacional para o desenvolvimento e a de cooperação educacional, assim como a definição de sociedade civil, evidenciando projetos diretamente ligados ao tema de educação no Brasil, buscando definir se a atuação da sociedade civil na cooperação internacional é de fato positiva. Ao longo do artigo, será posto à luz as principais atividades de cooperação educacional do governo brasileiro ao longo dos anos, saindo do primeiro governo Lula, em 2003, e indo até 2020, no governo Bolsonaro. Ao final do artigo, é feito um estudo de caso, utilizando a ONG brasileira Alfasol, demonstrando como se dá a relação entre órgãos da sociedade civil e a cooperação educacional no Brasil.
This article presents the definition of international cooperation for development and educational cooperation, as well as the definition of civil society, highlighting projects directly linked to the theme of education in Brazil, seeking to define whether the role of civil society in international cooperation is in fact positive. Throughout the article, the main educational cooperation activities of the Brazilian government will be highlighted over the years, starting from the first Lula government, in 2003, and going until 2020, under the Bolsonaro government. At the end of the article, a case study is carried out, using the Brazilian NGO Alfasol, demonstrating how the relationship between civil society bodies and educational cooperation in Brazil occurs.
