Resumo
Esta monografia tem como objetivo analisar os aspectos divergentes das políticas de segurança do Brasil e Estados Unidos em relação à América do Sul de 2000 a 2010. Trata-se de um tema que visa identificar as divergências entre as políticas de segurança realizadas por estes dois países em relação à América do Sul durante o período destacado. Uma vez identificadas às diferenças entre essas políticas, realiza-se a análise dos interesses e reflexos desses para os dois países. Os objetivos específicos são: estabelecer um entendimento acadêmico sobre o termo segurança e securitização; destacar quais as ideologias políticas adotadas por Brasil e EUA na formação de suas políticas de segurança; identificar as ações e políticas desenvolvidas por Brasil e EUA em relação à América do Sul no período de 2000 a 2010; analisar as divergências e semelhanças entre a política desses dois países com relação à América do Sul; estabelecer recomendações na área de Política de Segurança aos governos brasileiro e estadunidense através da analise dos dados deste projeto. Esta monografia foi desenvolvida por intermédio de uma pesquisa bibliográfica e documental, e possui uma abordagem qualitativa descritiva. Encontram-se três grandes divergências em relação à política de segurança do Brasil e EUA para a América do Sul: (1) Acordos Bilaterais de livre comércio versus Área de livre comércio da região Sul-americana; (2) Utilização da dimensão militar e integração regional da defesa; e (3) Interpretações e ações sobre terrorismo
This monograph aims to analyze different aspects of security policies among Brazil and the United States in their relation to South America from 2000 to 2010. It is a theme that aims to identify the differences between the security policies made by these two countries in relation to South America during the period highlighted. Once identified the differences between these policies, we make an analysis and reflection of these interests for both countries. The specific objectives are: to establish an understanding of the academic terms as Economic security and securitization, which highlight the political ideologies adopted by Brazil and U.S. in shaping their security policies; identifying the actions and policies developed by the U.S. and Brazil in relation to South America in the period of 2000 to 2010; analyze differences and similarities between the politics of these two countries regarding the South America, to establish recommendations in the area of security policy to the governments of Brazil's U.S. and through the analysis of this data project. This paper has been developed through a literature review and documentary, and has a qualitative descriptive approach. There are three major differences over security policies of the U.S. and Brazil towards South America: (1) Bilateral Free Trade vs. Free Trade Area of the South American Region, (2) Use and integration of the military dimension for regional defense, and (3) interpretations and actions on the concept of terrorism
