Resumo
No Brasil há um histórico de grandes incêndios em edificações, incêndios estes
que provocaram a perda de um número significativo de vidas e prejuízos patrimoniais.
Esses casos estimularam as entidades a buscarem atualizações e novas regras para
a construção e adaptação de edificações existentes, a fim de promover maior
segurança com o intuito de preservar vidas e imóveis em casos de sinistros. No Rio
Grande do Sul essa movimentação ganhou força após a tragédia ocorrida em janeiro
de 2013 na cidade de Santa Maria, no mesmo estado, na Boate Kiss, onde centenas
de jovens perderam suas vidas. A partir de então, em dezembro do mesmo ano, foi
criada a Lei Complementar nº 14.376, que até a presente data já passou e segue com
diversas atualizações periodicamente. Essa legislação estabelece normas e
condições mínimas sobre Segurança, Prevenção e Proteção contra Incêndio neste
estado, incluindo a elaboração de forma correta dos Planos de Prevenção Contra
Incêndios – PPCI. Considerando a relevância deste processo, o presente estudo tem
como objetivo analisar o PPCI desenvolvido em uma loja de pneus localizada na
cidade de Porto Alegre/RS, até a obtenção do seu Alvará, observando os riscos
existentes no local, a classificação da edificação e as medidas de segurança
adotadas.

These cases stimulated entities to seek updates and new rules for the construction and adaptation of existing buildings, in order to promote greater security in order to preserve lives and properties in the event of accidents. In Rio Grande do Sul, this movement gained strength after the tragedy that occurred in January 2013 in the city of Santa Maria, in the same state, at Kiss nightclub, where hundreds of young people lost their lives. From then on, in December of the same year, Complementary Law No. 14,376 was created, which to date has passed and continues with several updates periodically. This legislation establishes minimum standards and conditions on Safety, Prevention and Protection against fire in this state, including the correct preparation of the of Fire Prevention Plans – FPP.
