Thus, around 1990, low environmental impact urban design, mainly focused on rainwater drainage issues, began to be applied by developed countries. In Brazil, the City Master Plans are beginning to integrate these ideas into public planning and management. Cities like Joinville, Florianópolis and Blumenau, in the Santa Catarina State, are examples of how municipal legislation can promote sustainable development. All three cities adopt minimum soil permeability rates, rainwater harvesting systems and individual water meters. Therefore, it demonstrates that the conservation and rationalization of water consumption is an important guideline in land use and occupation.
