Resumo
O presente trabalho tem como objetivo geral analisar como as barreiras comerciais afetam o comércio entre Brasil e Argentina, a partir do governo de Cristina Fernández de Kirchner que compreende o período de 2007 e 2012. Para alcançar o objetivo geral, foram traçados três objetivos específicos, os quais seguem: (i) caracterizar a economia argentina no período entre 2007 e 2011; (ii) descrever as barreiras comerciais que o governo argentino impõe sobre o comércio internacional, inclusive as barreiras aplicadas no governo de Cristina Kirchner; e, (iii) apresentar a relação comercial entre Brasil e Argentina, assim como identificar os efeitos das medidas protecionistas do governo argentino sobre o intercâmbio entre os dois países. Para que fosse possível atingir os objetivos foi necessário realizar pesquisas em livros, artigos, periódicos, sites internacionais, brasileiros e argentinos que fossem pertinentes ao tema. Para fundamentar esta pesquisa foram utilizados como base a Economia Internacional, a Integração Econômica da América Latina e a Política Comercial. Ao longo da pesquisa, os impactos observados incluíram, entre outros, reduções nas exportações brasileiras para a Argentina em alguns setores, dificuldades e desafios para os importadores argentinos, a falta de insumos para o setor produtivo argentino. As medidas adotadas no governo de Cristina Kirchner percebidas na pesquisa incluíam as licenças não automáticas de importação, a Declaração Jurada Antecipada para Importação, as cotas de importação, o valor critério e a lista de exceção
The present study aims at analyzing how trade barriers affect trade between Brazil and Argentina, during the government of Cristina Fernández de Kirchner, between the years of 2007 and 2012. To achieve the overall goal, three specific objectives were outlined, which include: (i) characterize the Argentine economy in the period between 2007 and 2011, (ii) describe the trade barriers that the Argentine government imposes on international trade, including barriers applied during the government of Cristina Kirchner, and (iii) present the trade relationship between Brazil and Argentina, as well as identify the effects of the Argentine government's protectionist measures on the trade between the two countries. For it to be possible to achieve the objectives, it was necessary to conduct research in books, articles, periodicals, international Brazilian and Argentine websites that were relevant to the topic. As a base for this study, the following topics were researched: International Economics, the Latin American Economic Integration and Trade Policy. Throughout the research, the impacts observed included, among others, reductions in Brazilian exports to Argentina in some sectors, difficulties and challenges for the Argentine importers, lack of inputs for the productive sector of Argentina. The measures adopted in Cristina Kirchner's government perceived in the research included the non-automatic import licenses, the Affidavit Advance Import, import quotas, the value criteria and the exception list
