Resumo
O presente Trabalho de Conclusão de Curso tem como objetivo realizar uma análise comparativa entre a atuação da Liga das Nações e a Organização das Nações Unidas na manutenção da paz mundial. Para tanto foi feita uma pesquisa de natureza pura, de caráter exploratório, com base em pesquisas documentais e bibliográficas, predominantemente qualitativa. Num primeiro momento procura-se apresentar noções básicas sobre a Sociedade Internacional. Identifica-se que não apenas os Estados fazem partes das interações sociais supranacionais, mas existem, também, outras instituições competentes, como as Organizações Internacionais. Tais organismos são o objeto de estudo do capítulo seguinte que busca entender melhor o seu contexto. Essas são um fenômeno recente no cenário internacional e que desempenham múltiplas funcionalidades, entre elas a de manutenção da paz. Os dois capítulos posteriores são destinados às duas Organizações Internacionais que nasceram com o objetivo de promover a segurança e a paz no mundo no pós-guerra: a Liga das Nações e a ONU. Apesar de semelhanças em seus escopos essas possuem diferenças fundamentais. O capítulo 6 é destinado a apresentar tais divergências, de forma a atingir o objetivo de pesquisa. São elas as questões: de militarização, da presença de potências mundiais como Estados membros, do poder de veto, da capacidade de adaptação e da universalização. Por fim as considerações finais fazem um apanhado geral de tudo àquilo que foi estudado ao longo da pesquisa. Percebe-se que apesar das diferenças intrínsecas a cada uma das Organizações essas representam um esforço inédito dos Estados para criar um "laço" que garantisse o respeito mútuo e a paz mundial
The following project aims at conducting a comparative analysis of the performance of the League of Nations and the United Nations in maintaining world peace. Therefore, it was made a pure nature survey with exploratory character, predominantly qualitative, and based on documents and bibliography. It is first introduced basics of International Society and it is possible to notice that not only the Estates made part of the supranational social interactions, but there are also other relevant institutions such as the International Organizations. This institutions are the object of study in the next chapter, which was elaborated to understand its context better. These recent phenomena in the international are performing multiple functions, including the maintenance of peace. The two subsequent chapters aim at analyzing two international organizations that were born with the objective of promoting peace and security in the postwar world: the League of Nations and the United Nations. Despite the similarities in their scopes, they have fundamental differences. Chapter 6 is intended to exhibit such differences in order to achieve the research goal. The main differences are militarization, the presence of world powers like United States, the veto power, the adaptability and universality. Finally the concluding remarks are an overview of all what has been studied during the research. It is noticed that despite differences, these organizations represent an unprecedented effort by the states to create a "loop" that would guarantee world peace and mutual respect
