This theoretical and bibliographical research aims to analyze the use of Information and Communication Technologies in education, ranging from an analysis of concepts such as ICT, NICTs, DICTs and the comparison of thought from some authors who make apology to the use of technology in education (Pierre Lévy, Adam Schaff, Manuel Castells) with authors who have a critical position on this issue (Renato Dagnino, Raquel Barreto, Gisele Masson, Jefferson Mainardes), until the identification of public policies (Fernando Henrique Cardoso in 1994 -2002 and Luis Inacio Lula da Silva 2003-2010). The study identified traces that technology has always been present in the educational context, whether simple as chalk and blackboard or modern as digital pen and whiteboard. The technologies included in the teaching and learning process allow access to knowledge, not only by words, but also by images, sounds, videos and, therefore, the democratization of access must be analyzed.
