Resumo
O artigo analisa a função social da propriedade e as políticas de reforma agrária no Brasil. Através da pesquisa, buscou-se responder à seguinte pergunta: qual a efetividade das políticas de reforma agrária na promoção e concretização do princípio da função social da propriedade? O trabalho justifica-se pelo descompasso existente entre a política de reforma agrária e os resultados experimentados na sua implementação. Diante disso, objetivou-se avaliar a aplicação do conceito de função social da propriedade rural, considerando seu papel como princípio da ordem econômica, em relação às políticas públicas de reforma agrária. Como objetivos específicos, analisou-se a função econômica e social da propriedade, a reforma agrária e o exame das políticas públicas destinadas à sua promoção, além da avaliação da efetividade dessas políticas na concretização da função social da propriedade. O método utilizado foi a revisão bibliográfica, descritiva e abordagem dialética que fornece uma análise embasada e abrangente da reforma agrária. A revisão bibliográfica realizada aponta que os assentamentos de reforma agrária enfrentam desafios como baixa produtividade e renda insuficiente. Observou-se que a proteção da propriedade privada e a regularização fundiária são essenciais para o desenvolvimento econômico, sendo que conquistar a terra e ter acesso a crédito são fundamentais para autonomia no mercado. Concluiu-se que a reforma agrária requer maior planejamento estatal, políticas de crédito e desenvolvimento de infraestrutura para promover o desenvolvimento sustentável e a produtividade, com necessidade de dados oficiais e pesquisas suplementares para compreender os desafios e oportunidades da implementação efetiva das políticas de reforma agrária.
The article examines the social function of property and agrarian reform policies in Brazil. Through research, the aim was to answer the question: to what extent are agrarian reform policies effective in promoting and achieving the principle of the social function of property? The work is justified by the existing gap between agrarian reform policy and the outcomes experienced in its implementation. Therefore, the objective was to analyze the application of the concept of the social function of rural property, considering its role as a principle of economic order, in relation to public agrarian reform policies. The methodology used was a bibliographic review, descriptive analysis, and dialectical approach, providing a well-founded and comprehensive analysis of agrarian reform. The first chapter addressed the economic and social function of private property, including other functions. Subsequently, agrarian reform was explored, analyzing its policies and effectiveness in fulfilling the social function of property. The literature review conducted indicates that agrarian settlements face challenges such as low productivity and insufficient income. It was observed that protecting private property and land regularization are essential for economic development, with land acquisition and access to credit being crucial for market autonomy. It was concluded that agrarian reform requires greater state planning, credit policies, and infrastructure development to promote sustainable development and productivity, with the need for official data and supplementary research to understand the challenges and opportunities of effective implementation of agrarian reform policies.
