| dc.description.abstract | A temática envolverá a Nova Lei de Licitações (NLLC), aprovada pelo Congresso Nacional no final de 2020, através da Câmara dos Deputados, que já estava em tramite desde 2013. O projeto teve sua origem em uma comissão especial do Senado, passando por três reformulações até chegar na versão atual, tramite de aprovação previsto na Carta Magna de 1988. O presente trabalho bibliográfico, tem como objetivo analisa esta nova lei vigente em comparação as Lei Geral de Licitações (Lei 8.666/1993), a Lei do Pregão (Lei 10.520/2002) e o Regime Diferenciado de Contratações (RDC - Lei 12.462/11), leis espasmas que foram excluídas do ordenamento para a criação de uma única, contudo, observara os princípios, fases do certame, as competências dos agentes de contratação, modalidades, e contratos Administrativos. Utilizando a metodologia bibliográfica e qualitativa, através normatizações que enfatizam as Licitações Públicas. Usando como parâmetro informações que já foram publicadas e estão estabilizadas na sociedade jurídica, assim como em livros, artigos científicos, e materiais disponíveis em sites na internet. O material analisado para a construção desta pesquisa é pertinente e relacionado ao problema abordado no presente estudo. | pt |
| dc.description.abstract | The theme will involve the New Bidding Law (NLLC), approved by the National Congress at the end of 2020, through the Chamber of Deputies, but was already in the pipeline since 2013. The project had its origin in a special committee of the Senate, passing through three reformulations until reaching the current version, approval process provided for in the Magna Carta of 1988. The present bibliographic work aims to analyze this new law in force in comparison with the General Bidding Law (Law 8.666/1993), the Bidding Law (Law 10.520/2002) and the Differentiated Regime of Hiring (RDC - Law 12.462/11), spasm laws that were excluded from the order for the creation of a single, however, observed the principles, phases of the event, the competencies of the contracting agents, modalities, and Administrative contracts. Using bibliographic and qualitative methodology, through norms that emphasize Public Bidding. Using as a parameter information that has already been published and is stabilized in the legal society, as well as in books, scientific articles, and materials available on internet sites.
