Resumo
O presente trabalho apresenta a metodologia utilizada pela Agência Nacional de Energia Elétrica (ANEEL), para o processo de revisão tarifária periódica das concessionárias de transmissão licitadas, nos termos do submódulo 9.2 dos Procedimentos de Regulação Tarifária – PRORET. No decorrer do trabalho é apresentado o Manual de Controle Patrimonial do Setor Elétrico (MCPSE), os principais pontos do submódulo 9.2 dos procedimentos de regulação tarifária - PRORET, e um estudo de caso da empresa CGT Eletrosul para um contrato licitado no processo de revisão periódica do Receita Anual Permitida, associadas aos reforços e melhorias. No processo de revisão tarifária dentro do setor elétrico, percebe-se a necessidade de uma melhor gestão dos ativos regulados, tanto durante a fase de construção do empreendimento, quanto após a sua entrada em operação. Além disso, as empresas do setor elétrico precisam se adequar aos normativos regulatórios para conseguirem o devido retorno dos seus investimentos nas revisões tarifárias.
This work presents the methodology used by the National Electric Energy Agency (ANEEL), for the process of periodic tariff review of tendered transmission concessionaires, under the terms of submodule 9.2 of the Tariff Regulation Procedures – PRORET. In the course of the work, the Electrical Sector Patrimonial Control Manual (MCPSE) is presented, the main points of submodule 9.2 of the tariff regulation procedures - PRORET, and a case study of the company CGT Eletrosul for a contract tendered in the periodic review process of the Permitted Annual Revenue, associated with reinforcements and improvements. In the tariff review process within the electricity sector, there is a need for better management of regulated assets, both during the construction phase of the project and after its entry into operation. Furthermore, companies in the electricity sector need to adapt to regulatory standards to obtain the appropriate return on their investments in tariff reviews.
