dc.description.abstract	This research aims to understand the legal, technical, and organizational aspects that govern a civil aviation school and the certified flight instructor professional and how this school influences the flight instructor's operational performance with respect to regulation, operational safety and staff. The methodology used, in relation to the data collection, was the bibliographical and documentary research, regarding the objective, it is a descriptive research, with qualitative approach. The foundations that served for the analysis were legal documents available in the World Computer Network, such as the National Civil Aviation Agency (ANAC) and Aeronautics Command, the Aeronaut Law 13,475 of 2017 and authors such as Campos (2013), Santos 2014, 2016), Carvalho (2014). The results achieved at the end of the research were in relation to the interpretation of the New Aeronaut Law that enters into force in November 2017, recognizing several points consistent with the operation of the certified flight instructor in a civil aviation school, which reflect in the performance of the professional. Results concerning the regulation regarding the approval of schools, as well as the prerogatives of the flight instructor's habilitation according to the Civil Aviation Regulation, RBAC 61. It was possible to observe that there are several discrepancies between the laws and regulations and the reality of the relationship school / instructor. The culture and customs in the organization interfere with the instructor's performance in a direct way. The flight instructor has legal protection and the existing regulations are concise. The practice of flight instruction suffers significant interference with the organizational standards adopted by the school, especially in terms of staff, communication and operational safety.	en
dc.description.abstract	Esta pesquisa tem como objetivo compreender os aspectos jurídicos, técnicos e organizacionais que regem uma escola de aviação civil e o profissional instrutor de voo e como essa escola influi no desempenho operacional do instrutor de voo no que tange à regulamentação, à segurança operacional e à equipe. A metodologia utilizada, em relação à coleta de dados, foi a pesquisa bibliográfica e documental, quanto ao objetivo, trata-se de uma pesquisa descritiva, com abordagem qualitativa. Os fundamentos que serviram para a análise foram documentos legais disponíveis na Rede Mundial de Computadores, como o da Agência Nacional de Aviação Civil, ANAC, e Comando da Aeronáutica, a Lei do Aeronauta 13.475 de 2017 e autores como Campos (2013), Santos (2014, 2016), Carvalho (2014). Os resultados atingidos ao término da pesquisa se deram em relação à interpretação da Nova Lei do Aeronauta que entra em vigor em novembro do ano de 2017, reconhecendo diversos pontos condizentes com a operação do instrutor de voo em escola de aviação civil, os quais refletem no desempenho operacional do profissional. Resultados concernentes à regulamentação referente à homologação de escolas, bem como das prerrogativas da habilitação do instrutor de voo segundo Regulamento de Aviação Civil, RBAC 61. Foi possível observar que há várias discrepâncias entre as leis e regulamentos e a realidade da relação escola/instrutor. A cultura e costumes na organização interferem no desempenho do instrutor de maneira direta. O instrutor de voo possui amparo legal e os regulamentos existentes são concisos. A prática da instrução de voo sofre interferências significativas dos padrões organizacionais adotados pela escola, principalmente no condizente à equipe, à comunicação e à segurança operacional.	pt_BR
