Monografia A navegação aérea e os serviços de tráfego aéreo para a aviação civil: contrastes da gestão militar no Brasil(2018) Araujo, Márcio Luis NogueiraThe Armed Forces are permanent and regular national military institutions constituted by the Navy, Army and Air Force and organized on the basis of hierarchy and discipline, whose constitutional functions are destined to the defense of the Homeland, to the guarantee of the constitutional powers and, on the initiative of any of these, of law and order. However, Complementary Law No. 97, dated June 9, 1999, extended the role of the Armed Forces to matters foreign to the specific constitutional mission. Particularly with regard to the duties of the Brazilian Air Force, this law extended its area of operation to provide the safety of civil air navigation and control of Brazilian airspace, which also includes Air Traffic Services. In this context, the exploratory research aimed to show the contradictory duality between the organizational culture established in Brazilian air traffic control units under the ideological principles of military management - hierarchy and discipline - and the professional culture required for the satisfactory performance of the air traffic control service. The research method consisted of secondary and tertiary sources consultations and although the ethnographic approach was not adopted as a method of data collection it assumed an interpretative research bias when considered the professional experience (ethnographic experience) of the researcher, who has worked in the air traffic control sistem during three decades. Then, we conclude that the management of air navigation services for civil aviation is incompatible with the organizational structure and management model of a military command.
