Resumo
Esta dissertação tem como objetivo geral identificar a contribuição da Inteligência Estratégica (IE) na governança pública da Prefeitura Municipal de Balneário Camboriú no processo de melhoria do Índice de Desenvolvimento Humano Municipal (IDHM). Os objetivos específicos foram os seguintes: Verificar a influência da inteligência estratégica na melhoria do IDHM; averiguar aspectos da inteligência estratégica (IE) presentes na governança pública municipal e; descrever os aspectos da inteligência estratégica (IE) e o grau de eficiência na governança pública municipal. Este estudo tem como delineador, o seguinte problema de pesquisa: Qual a contribuição da IE na governança pública da Prefeitura Municipal de Balneário Camboriú para a melhoria do IDHM? O método de pesquisa utilizado foi o indutivo com abordagem qualitativa. Quanto ao nível de profundidade e em relação aos objetivos, esta pesquisa se caracteriza como exploratória descritiva com análise de discurso. Foram realizadas entrevistas com gestores e vereadores do período de 1989 a 2014. Deste modo, os principais resultados apontaram que a inteligência estratégica aplicada à governança pública não contribui para o resultado de 2º lugar em Santa Catarina e 4º lugar a nível nacional no ranking do IDHM, visto que as ações realizadas pelos gestores atuais e anteriores não foram focadas especificamente nos índices que constituem os estudos do IDHM. No entanto, os investimentos realizados em educação, na saúde, na mobilidade urbana e no saneamento básico pelas várias gestões da prefeitura municipal, em especial de 1989 a 2000 e 2009 a 2014 acabaram colaborando de forma direta ou indireta para o resultado obtido pelo município no IDHM. Sugere-se que a prefeitura de Balneário Camboriú utilize os resultados do IDHM para melhorar suas estratégias de gestão e que empregue de forma efetiva e clara a inteligência estratégica nas ações da governança pública municipal
This work aimed to analyze the Strategic Intelligence (SI) in the public governance of the City of Balneario Camboriu regarding the EI contributions in the process of improving the Municipal Human Development Index (MHDI). The specific objectives were as follows: To establish a theoretical framework that can characterize the strategic intelligence, public governance and MHDI. Identify aspects of strategic intelligence (SI) in the municipal governance. Describe aspects of strategic intelligence (SI) and the degree of efficiency in municipal governance. This study had the following research problem: How Strategic Intelligence in the public governance of the City of Balneario Camboriu contributed to improving the MHDI? The research method used was qualitative, being held interviews with the mayor, deputy mayor, 10 secretaries of the current administration and an alderman and mayor from 1989 to 2000 were also interviewed 09 councilors of the current administration. The data analysis was had performed using the content analysis technique. The main results showed that the strategic intelligence applied to public governance does not contribute to the result of 2nd place in Santa Catarina and 4th place nationally in the ranking of MHDI, since the actions taken by current and former managers were had not focused specifically on Indices forming the MHDI studies. However, investments in education, health, urban mobility and basic sanitation by the various efforts of the municipal government, especially from 1989 to 2000 and from 2009 to 2014 eventually contributed directly or indirectly to the result obtained by the municipality in MHDI. It is been suggested that the city of Balneario Camboriu use the MHDI the results to improve their management tactics and employed effectively and clearly strategic intelligence in the actions of municipal governance
