Resumo
A presente monografia pretendeu analisar a atuação da Organização das Nações Unidas diante do Genocídio ocorrido em Ruanda em 1994, resultado dos conflitos entre as etnias hutus e tutsis naquele país que culminou no massacre de mais de 800 mil pessoas no ano de 1994. Para tanto, delineado no primeiro capítulo o caminho a ser seguido, abordou-se no segundo capítulo o Direito Internacional Humanitário ¿ vertente da Proteção Internacional dos Direitos Humanos destinada à sua proteção em tempos de Guerra. Na sequência, tratou-se no terceiro capítulo da Convenção para Prevenção e Repressão do Genocídio no âmbito da Nações Unidas, bem como das intervenções humanitárias, enquanto ações armadas autorizadas pelo Conselho de Segurança da ONU para manter a paz e a segurança internacionais. Por fim, no quarto e último capítulo investigou-se a atuação da ONU diante do genocídio ora tratado, constatando-se, por fim, uma inação justificada pela ausência de interesse de países poderosos no cenário internacional para prevenir e reprimir os atos de violência no empobrecido país africano.
This monograph wished to examine the performance of the Organization of the United Nations against the genocide that occurred in Rwanda in 1994, the result of the conflicts between the ethnic hutus and tutsis in the country that culminated in the massacre of more than 800 thousand people in the year 1994. For both, as outlined in the first chapter the path to be followed, was addressed in the second chapter the International Humanitarian Law - strand the International Protection of Human Rights to its protection in times of war. following, was treated in third chapter on the Convention of the Prevention and Punishment of Genocide under the United Nations, and humanitarian interventions while armed action authorized by the UN Security Council to maintain international peace and security. Finally, in the fourth and final chapt We investigated the performance of the UN front of the genocide treaty prays, noting up, lastly, a inaction justified the lack of interest of powerful countries on the international scene to prevent and suppress acts of violence in the impoverished African country.
