dc.description.abstract	The objective of this work is to understand the importance of the role of the Senior Management of a Civil Aviation Service Provider (PSAC), together with the improvement of the Culture of Operational Security, for the success of the Security Management System (SMS/SGSO) and to verify the consequent benefits gained with the implementation of this Management System. It also aims to draw the attention of the aeronautical community to this theme, whose importance goes beyond the success or failure of companies, touching on the anguish and afflictions of those who work on board aircraft, the people around them and much of society. The research developed in this work is descriptive, its procedure is bibliographic and documentary and is carried out through books, articles and specialized magazines, as well as through norms, regulations and laws related to the subject. The approach adopted is qualitative. At the end of the work, it is confirmed that the foundations of the SMS/SGSO are supported and involved by a positive operational culture, focused on a proactive and predictive attitude towards the potential hazards and risks that exist around operational safety, with the aim of neutralizing or mitigated them. The consistent allocation of resources for the development and maintenance of this culture by senior management, as well as a clear and exemplary demonstration of their involvement and willingness to foster the SMS/SGSO, result in several benefits for the company and aviation. It is concluded, then, that the commitment of the Senior Management to invest and promote this management system and this positive culture, forms a triangle of forces composed of Senior Management – SMS/SGSO - Culture, which is essential for the continuous improvement of operational safety levels and for the consequent return of this investment, in the form of benefits that will positively influence the growth of the organization.	en
dc.description.abstract	O objetivo deste trabalho é compreender a importância que tem o papel da Alta Direção de um Provedor de Serviços de Aviação Civil (PSAC), junto com o aperfeiçoamento da Cultura de Segurança Operacional, para o sucesso do Sistema de Gerenciamento da Segurança Operacional (SGSO) e verificar os consequentes benefícios conquistados com a implementação desse Sistema de Gerenciamento. Tem também o propósito de chamar a atenção da comunidade aeronáutica para esse tema, cuja importância vai além do sucesso ou fracasso de empresas, tocando nas angústias e aflições daqueles que laboram a bordo das aeronaves, das pessoas que os cercam e de grande parte da sociedade. A pesquisa desenvolvida neste trabalho é do tipo descritiva, seu procedimento é bibliográfico e documental e é realizada através de livros, artigos e revistas especializadas, bem como por meio de normas, regulamentos e leis referentes ao tema. A abordagem adotada é a qualitativa. Ao término do trabalho, confirma-se que os fundamentos do SGSO são sustentados e envolvidos por uma cultura operacional positiva, voltada para uma atitude proativa e preditiva quanto aos perigos e riscos potenciais que existem em torno da segurança operacional, com o objetivo de neutralizá-los ou mitigá-los. A destinação consistente de recursos para o desenvolvimento e manutenção dessa cultura pela Alta Direção, bem como a demonstração clara e exemplar do seu envolvimento e disposição para fomentar o SGSO, resultam em diversos benefícios para a empresa e para a aviação. Conclui-se então, que o empenho da Alta Direção em investir e promover esse sistema de gerenciamento e essa cultura positiva, forma um triângulo de forças composto por Alta Direção – SGSO – Cultura, que é imprescindível para a melhoria contínua dos níveis de segurança operacional e para o consequente retorno desse investimento, na forma de benefícios que influenciarão positivamente o crescimento da organização.	pt_BR
