Resumo
Resumo: A pesquisa intitulada ¿A Educação Superior no Estado de Santa Catarina, Brasil: Um estudo na perspectiva do direito a educação Superior iniciada em 2007, no Programa de Pós - graduação em Educação da Universidade do Sul de Santa Catarina (Unisul) a qual esta dissertação se vincula, apresenta elementos para a compreensão do quadro educacional brasileiro, particularmente da educação superior. A educação, compreendida como um direito de todos, norteia a política nacional de inclusão educacional que almeja a efetivação da igualdade constitucional, no que se refere à inclusão educacional e, a partir dela à inclusão social. Voltamos o foco da investigação para o período de 2003 a 2008. O objeto de estudo prende-se à análise do contexto histórico da elaboração das políticas para a educação superior expressos em fontes de consulta, como as leis e os projetos de lei da educação superior do Poder Legislativo e do Poder Executivo e em dados coletados em depoimentos. O foco da pesquisa concentra-se na análise da oferta de vagas na educação superior pública e privada em relação à inclusão de jovens, ou seja, no atendimento da demanda no Estado de Santa Catarina naquele período. Buscamos entender o atendimento ao direito à educação superior nesse Estado, por meio da análise das políticas públicas educacionais e de outras iniciativas implantadas e mantidas pelos Governos Federal e Estadual no período e o seu impacto na expansão de vagas nos setores público e privado em relação à população demandante. A concepção de universidade, o quadro das mudanças na educação superior, seu impacto quantitativo, a globalização e sua influência na concepção de universidade também serão enfocados nas instituições de educação superior. A partir da análise da política da educação superior implantada antes e no período em estudo, pretendemos enfim examinar o impacto no atendimento ao direito entendido na perspectiva da inclusão social. Este estudo é de naturezaexploratória qualiquantitativa e utilizou dados disponibilizados em órgãos oficiais, como INEP, IBGE, entre outras fontes de consultas, assim possibilitou a compreensão da inclusão social, tema deste estudo, a partir do conhecimento da relação entre o número de vagas na educação superior e o número de jovens na idade de 18 a 24 anos do Brasil e em Santa Catarina. Portanto, ao elegermos a educação superior como tema do estudo para as reflexões na dissertação de mestrado procuramos contribuir com mais alguns aspectos para a compreensão da problemática em foco.
The research entitled "Higher Education in the State of Santa Catarina, Brazil: a study from the perspective of the right to Higher Education¿ started in 2007 at the Postgraduate Program in Education at the University of Southern Santa Catarina, to which this master¿s thesis binds. It presents elements for understanding the Brazilian educational system, particularly higher education. Education is understood as a right for all, which drives the national policy of inclusive education that aims at ensuring the attainment of the constitutional equality regarding the educational inclusion and from there to social inclusion. The investigation covers the period from 2003 to 2008. The object of study includes the analysis of the historical context of policymaking for higher education based on documentary sources such as the laws and bills of higher education from the Brazilian congress and government, and on data collected in interviews. The main focus of the study lies in the analysis of the number of vacancies in public and private higher education institutions with regard to youth inclusion, or in meeting the demand in the State of Santa Catarina in that period. We try to understand the attainment of the right to higher education in Santa Catarina, through the analysis of educational public policies and other initiatives created and maintained by the federal and state governments in that period and their impact on the increase of vacancies in public and private institutions. The concept of university, the framework of changes in higher education and its quantitative impact, the globalization process and its influence on the concept of university will also be focused on higher education institutions. From the analysis of the higher education policies established prior to and during the period under study, we finally intend to examine the impact on the attainment of the right to higher education under the perspective of social inclusion. This is mainly a qualitative exploratory research, but it also gathered quantitative data from official bodies, such as INEP, IBGE, among other sources of consultation that led to a better understanding of social inclusion, which is the subject of this study. A comparison was made between the number of vacancies in higher education institutions and the number of young people aged from 18 to 24 years in Brazil and in Santa Catarina. Therefore, when we select higher education as a subject of study for this master¿s thesis we seek to contribute with some additional aspects to the understanding of the focused problem.
